I've downloaded iTunes and authorised the laptop but it won't let me access the store the download all my previously purchased songs.

I have been trying to update apps for my iphone 5. I have the most current version of itunes. I also have tried to purchase new music and cant do that. I did in the beginning have ability to download but only for short time. I have been to MS making sure there are no conflicts. I need help....
I have bought several songs and albums on iPhone (iTunes app) and now want to download them to my computer - how do I do it?
I click "Look for purchased items" and iTunes says that all the songs I have purchased have already been downloaded.
