iPhone 5 wifi slower than iPhone 4/4s

why is iPhone 5 (12.30mbps) wifi is slower than iPhone 4/4s (20.00mbps) i been testing all round my house is this a software or hardware issues apple need to fix this in the upcoming iOS 6.1.0.
